HIPAA
REGULATIONS
|
Health
Insurance Portability and Accountability Act of 1996, (HIPAA). One
part of this law, labeled Administrative
Simplification, is intended to reduce the costs and
administrative burdens of health care by making possible the
standardized, electronic transmission of certain administrative and
financial transactions which are currently carried out manually on
paper. To accomplish this goal, the law requires the Secretary of
Health and Human Services to adopt national uniform standards for
these transactions. The law does not require the collection or
electronic transmission of any health information. It does require
that the standards be followed anytime the transactions are conducted
electronically. |

HIPAA
Universal Identifiers

The
Health Insurance Portability and Accountability Act of 1996 (HIPAA)
requires HHS to adopt standards to support the electronic exchange of
a variety of administrative and financial health care transactions,
including a unique identifier for
individuals. |

The Health
Care Financing Administration (HCFA) is
a federal agency within the U.S. Department of Health and
Human Services. HCFA runs the Medicare and Medicaid
programs two national health care programs that
benefit about 75 million Americans. And with the Health
Resources and Services Administration, HCFA runs the Childrens Health
Insurance Program (CHIP), a
program that is expected to cover many of the
approximately 10 million uninsured children in the United

(Omnibus Budget Reconciliation Act of 1989). AHCPR, a
part of the U.S. Department of Health and Human Services,

The University
of Utah Health Sciences Center
is the major educational, research and referral facility
serving the medical needs of Utah and the Intermountain
West. Located in the foothills
of Salt Lake City's Wasatch Mountains on the 1,500 acre
University of Utah campus, the center includes University
Hospitals & Clinics, the School of Medicine, the
Spencer S. Eccles Health Sciences Library, and the
colleges of Pharmacy, Nursing and Health. Other buildings
on the health sciences campus include: The George and

Harrison Cardiovascular Research and Training Institute,

The
University of Chicago was founded in 1891 by John D.
Rockefeller as a privately endowed university to serve as
a national center for teaching and research. The
University remained true to its aims throughout the years
and since its founding, the University Has consistently
maintained a low ratio of students to faculty. Students
are selected from across the nation and around the world.
The Department of
Ophthalmology and Visual Science includes the Visual Science Center,
University Hospitals and Clinics. The Visual Sciences
Center is located on the University Campus at the north
end of the Scientific Quadrangle adjacent to the John
Crerar Library. The latter contains approximately
1,000,000 volumes and receives over 6,700 serials and
periodicals and is one of the finest medical libraries in
the world. The University Clinics and Hospitals are
located on the University Campus a block from the Visual
Sciences Center. The Department of
Ophthalmology and Visual Science is an integral part of
The University of Chicago and the University of Chicago
Hospitals. The Hospitals include out-patient clinics in
Duchossois Center for Advanced Medicine, outpatient and
inpatient facilities in the University of Chicago
Children's Hospital, the Bernard Mitchell Hospital,
Chicago Lying-in Hospital and the Arthur Rubloff
Intensive Care Tower. The total bed capacity of the
University of Chicago Medical Center is 630, and
provision is made for some 23,000 in-patient admissions
and 450,000 out-patient and emergency room visits each
year. 16,000 patient visits are expected at the Bergman
Family Eye Center during its first year of operation.
