THE DEPARTMENT OF HEALTH AND HUMAN SERVICES is the United States government's principal agency for protecting the health of all Americans and providing essential human services, especially for those who are least able to help themselves.

THE DEPARTMENT INCLUDES MORE THAN 300 PROGRAMS, covering a wide spectrum of activities.

HIPAA REGULATIONS

Health Insurance Portability and Accountability Act of 1996, (HIPAA). One part of this law, labeled Administrative Simplification, is intended to reduce the costs and administrative burdens of health care by making possible the standardized, electronic transmission of certain administrative and financial transactions which are currently carried out manually on paper. To accomplish this goal, the law requires the Secretary of Health and Human Services to adopt national uniform standards for these transactions. The law does not require the collection or electronic transmission of any health information. It does require that the standards be followed anytime the transactions are conducted electronically.

HIPAA Universal Identifiers

The Health Insurance Portability and Accountability Act of 1996 (HIPAA) requires HHS to adopt standards to support the electronic exchange of a variety of administrative and financial health care transactions, including a unique identifier for individuals.
The Health Care Financing Administration (HCFA) is a federal agency within the U.S. Department of Health and Human Services. HCFA runs the Medicare and Medicaid programs — two national health care programs that benefit about 75 million Americans. And with the Health Resources and Services Administration, HCFA runs the Children’s Health Insurance Program (CHIP), a program that is expected to cover many of the approximately 10 million uninsured children in the United States.
